HexPack: Cities and Roads, the second HexPack product, was published by Catalyst Game Labs in 2011 as a supplement for the 25th Anniversary Introductory Box Set. It was announced on 11 April 2011 that customers who preordered the product would also receive a DropShip Promotional HexTile with additional punch-out tiles including a Union-class DropShip and various terrain features; further, the HexPack Promotion 1 file was made available as a free PDF download through the CGL homepage.

HexPack: Cities and Roads contains a double-sided thick cardboard mapsheet with the City: Skyscraper and City Hills/Residential #1 maps, plus a sheet of punch-out tiles with terrain features to modify the map layout. The enclosed 16-page booklet provides additional rules (expanding on those found in the introductory box set) and two scenarios with accompanying fiction set in the War of 3039 plus an extra track set in 3042 for the Starterbook: Sword and Dragon scenario pack. (Notably, the scenarios follow the stories of those from the previous HexPack, and the track is for the same starterbook.)
Scenarios[edit]
Einstürzende Neubauten[edit]
On 14 May 3039 elements from the Mobile Fire mercenary unit (in Lyran employ) are ambushed by Kurita defenders in the city of Lazarus Bay on the Epigaus continent on Konstance.
Slippery When Wet[edit]
On 2 September 3039 elements of McCarron's Armored Cavalry land on Kathil for a raid, but the defenders of the 8th Syrtis Fusiliers are ready and waiting and force the attackers back. Colonel Marcus Barton orders numerous smaller objective raids as his forces pull out, including a smash-and-grab raid against warehouses in a city on 9 September.
Pirate Defense[edit]
A track for the campaign system in Starterbook: Sword and Dragon, this track depicts a raid by pirates from Antallos against food warehouses on Enif in 3042, during a time when the defending Sorenson's Sabres were considered a shamed and dishonored unit. Their handy defeat of the pirate forces, thus saving several cities from starvation, was a much-needed success.
